How we assessed this guide

On 2026-08-09, we reviewed the DTI Trustmark FAQ. DTI says an issued Trustmark has a unique QR code that directs users to its official Trustmark site, where a user can view details such as the store name, registration information, and online platforms used. The FAQ also distinguishes a government-issued Trustmark from a marketplace's performance badge.

We reviewed the BIR RMC No. 38-2026 digest, which says the circular was issued on 2026-04-29. It describes the BIR Registration Seal Badge for online display and instructs relying parties who scan its QR code to ensure that the displayed URL uses the official path https://verify.bir.gov.ph/correspondence/ before relying on the displayed verification result.

That bare BIR URL is not a general seller lookup. During review, opening it without QR-supplied correspondence data produced an invalid-result state. Treat the exact domain and path as a necessary anti-spoofing check, then assess the QR-supplied result and matching business details. A correct hostname alone does not validate a badge or seller.

Preserve the DTI FAQ conflict instead of guessing

The DTI FAQ observed on 2026-08-09 contains conflicting mandatory and voluntary answers. One early answer says covered online merchants, marketplaces, e-retailers, and digital platforms must be Trustmark-registered to conduct e-commerce. A later answer to whether the Trustmark is mandatory says application is voluntary but strongly encouraged.

We do not resolve this conflict or contradiction by assumption. The page does not give readers a safe basis to select one answer as the final legal interpretation while ignoring the other. Anyone who needs a compliance determination for a business should check current DTI guidance or ask DTI directly rather than relying on this buyer workflow.

For shoppers, the practical consequence is narrower: absence of a badge alone is not proof of fraud, illegality, or non-registration. Presence is also not proof that the person operating a marketplace account is the registered business shown. Keep the badge result as one line in a larger evidence table.

Verify a DTI Trustmark result

Start from the seller's displayed badge only when the listing or shop clearly identifies it as the DTI Trustmark. Do not scan while distracted or grant a page permissions it does not need. Preview the destination where the device allows it, and require the official hostname to be exactly trustmark.dti.gov.ph rather than a look-alike spelling, extra subdomain, or shortened address.

On the official result, compare the store or business name, registration information, status or validity shown, and listed online platforms with the shop you are considering. A record for a real business does not establish that an unrelated account, copied badge, or similar shop name belongs to it. Where the seller relationship remains unclear, contact the business using information independently found on its official presence, not a number embedded in a suspicious message.

Save a dated screenshot or note of the result without exposing unnecessary identifiers. Do not publish the full QR or personal information. If the badge points away from the official DTI hostname, shows mismatched details, or produces no usable result, pause and ask DTI or the named business through current official channels.

Verify a BIR Registration Seal result

For a BIR seal, scan only in a controlled context and inspect the complete destination before relying on the result. The RMC digest requires the official BIR verification domain and path https://verify.bir.gov.ph/correspondence/. Reject look-alike domains, shortened links, screenshots offered instead of a live result, or a page that merely copies government styling.

Do not open the bare URL and interpret its invalid state as a finding about a seller. The verification request needs the correspondence data carried by a valid QR. After a scan reaches the exact official path, read the result shown and match the taxpayer or business information with the seller's disclosed identity. A correct domain is necessary but not sufficient: a copied QR could lead to a genuine record belonging to a different business.

The BIR result addresses registration-document authenticity or the validity/current status described by the official result. It does not authenticate merchandise, prove marketplace-account control, decide warranty coverage, confirm beneficial ownership, or approve a payment recipient.

Keep government, platform, and product signals separate

Use a small matrix so one strong-looking symbol does not carry conclusions it cannot support:

• DTI Trustmark: check the official Trustmark result and matching business/platform details; do not turn it into a product verdict.
• BIR Registration Seal: check the exact official QR-result domain, result state, and matching business information; do not call it a seller-quality score.
• Marketplace badge: read the platform's current definition and seller performance evidence; do not call it government registration.
• Account control: confirm the shop, official business contact, order trail, and payment route; a copied badge cannot prove who controls an account.
• Product evidence: compare the exact model, variation, recent reviews, seller answers, regulatory records where relevant, and delivered item.

DTI's FAQ expressly says the Trustmark does not constitute endorsement or certification of quality for a specific business, product, or service. Worked seller-verification decision

Suppose a Shopee shop displays images labeled as a DTI Trustmark and BIR Registration Seal while selling a branded appliance at an unusually low price.

1. Record the shop name, stated business identity, exact listing, seller history, price context, and badge images. Do not pay or move to an outside chat while verification is incomplete.
2. Scan the DTI badge cautiously and require trustmark.dti.gov.ph. Compare the official result's store, registration, and platform details with the shop instead of trusting the badge image alone.
3. Scan the BIR seal and require the exact https://verify.bir.gov.ph/correspondence/ domain/path. Read the QR-supplied result and compare its business details; do not use the bare invalid page as a seller lookup.
4. Keep any matching results in separate rows from product authenticity, seller performance, warranty, and payment. Review exact-item evidence and contact the named business independently if account control remains uncertain.
5. If a result is mismatched, copied, expired, invalid, or on a look-alike domain, pause the transaction and preserve factual evidence for the platform or relevant agency. Avoid public accusations that exceed what the result shows.

Even if both results match, continue checking the listing, exact model, recent buyer evidence, return route, warranty provider, and on-platform payment. Verification reduces uncertainty; it does not eliminate it.

Respond to absence, mismatch, or a suspicious code

Badge absence alone is not proof of fraud, especially while the DTI FAQ itself contains conflicting wording about mandatory registration and voluntary application. Ask the seller for its disclosed business identity and current official verification route, then weigh other seller and transaction evidence.

A mismatch deserves a pause, not an improvised legal conclusion. Save the official result, seller claim, URL, date, and exact differences. Report a suspected copied badge or misleading shop through the marketplace and the current DTI or BIR channel as appropriate. State what you observed rather than claiming intent you cannot prove.
