Fake COD Parcel Scam Philippines: What to Do Before Paying

Do not pay for a cash-on-delivery parcel nobody in the household ordered. Keep it unopened, check the household order log and live marketplace history, and use a calm recipient script while the buyer confirms the name, amount, seller, platform, and airway-bill details.

An unordered parcel is different from a real wrong or damaged order. The first calls for verification and possible refusal under current carrier or platform rules; the second normally follows the marketplace's official return or refund process after receipt rather than an at-door inspection of the contents.

How we assessed this guide

On 2026-08-09, we reviewed Shopee's receiving guidance. It tells COD recipients to prepare payment and identification, limits refusal in that flow to specified exterior or airway-bill problems, says opened parcels cannot be returned to the rider, and directs incomplete, wrong, or damaged-item cases to the in-app Return/Refund route.

We also reviewed Ninja Van Philippines' parcel-scams advisory. It tells people not to pay for parcels they did not buy, to reject and report suspicious deliveries, and to inform household members about expected COD orders. Its FAQ says recipients cannot open COD parcels before payment and may refuse parcels they did not purchase or that appear suspicious.

Keep a household order log

Use a shared note that contains only what a recipient needs: buyer first name or household identifier, marketplace or retailer, expected courier where known, item description, COD amount, delivery window, and order status. Avoid copying passwords, full account details, identity documents, or complete payment information into the log.

Update the entry if the order is canceled, prepaid, split into several parcels, or assigned a different amount after an authorized change. Mark which person can approve COD payment when the buyer is away. For frequent deliveries, archive completed entries so a recipient can distinguish today's expected parcel from an old screenshot.

The log is a household control, not an official Shopee or courier document. The live order page still controls. A matching amount alone is not enough when the buyer name, seller, platform, or tracking record does not match.

Use a calm recipient script

Give relatives, guards, helpers, or reception staff a short recipient script:

“Please wait while I check our order list and contact the named buyer. I cannot pay for or open an unconfirmed COD parcel. If we cannot verify it under the current order and carrier rules, we will refuse it and contact official support.”

The recipient should not accuse the rider, argue about the sender's intent, or hand over money simply to avoid inconvenience. Many last-mile personnel collect cash and deliver parcels on behalf of other parties. Ninja Van explains that a delivery provider may have limited contact with the seller or scammer.

Do not blame the rider or ask the rider to personally reimburse, investigate, or open the parcel. Ask for the courier name and the non-sensitive label details needed to check the order, then use the carrier's current support route if confirmation is not possible.

Verify before money changes hands

Keep the parcel sealed while checking:

  • Does the buyer name match someone who placed an order?
  • Does the live marketplace or retailer history show an expected COD order?
  • Do seller, platform, amount, tracking reference, and delivery status agree?
  • Does the airway bill point to this household and the intended recipient?
  • Is the exterior intact, with no unexplained tampering or damage?
  • Was a supposed prepaid order changed into COD without the buyer authorizing it?
  • Can the named buyer confirm using the independently opened official app?

Do not rely on an SMS link, sender-provided phone number, or screenshot sent by an unknown person. Open My Purchases or the retailer account directly. If the parcel is supposedly from a marketplace but no order exists, treat the mismatch as decision-critical.

Do not open a COD parcel before payment when the current platform or carrier rule prohibits it. Exterior verification, order history, and label matching are not the same as opening the contents. Never break a seal merely to prove the parcel is suspicious.

Decide between refusal, escalation, and acceptance

For a clearly unordered or suspicious parcel, explain that no matching purchase can be confirmed and follow the current carrier procedure for refusal. Record the courier, visible tracking reference, date, time, and reason without photographing the rider unnecessarily. Contact the carrier through its official website or app if the rider needs a support instruction.

If a Shopee parcel's exterior appears tampered or damaged, or its airway-bill information indicates it is not yours, use Shopee's current receiving guidance. Do not generalize those exact grounds to another carrier. If there is uncertainty rather than a clear match, pause and ask official support what the recipient may do before money changes hands.

If the live order, recipient, amount, tracking, and carrier rules all match, the buyer may decide to accept and pay. Acceptance is not a finding that the unseen contents are correct. Preserve the parcel and follow the platform's evidence rules when opening.

Handle a genuine wrong or damaged order separately

A real order can contain the wrong variation, missing parts, damage, or a product that does not match the listing. That is not automatically an unordered COD parcel. Shopee says opened parcels cannot be returned to the rider and directs incomplete, wrong, or damaged items through its in-app Return/Refund process.

Follow the unboxing evidence workflow after accepting under the applicable rules. Photograph the sealed parcel and label, preserve packaging, compare the item with the saved order, and use the reason and evidence prompt shown in the current claim flow. Do not ask the rider to judge the contents or fund the remedy.

Worked COD doorstep decision

Suppose a guard receives a sealed COD parcel addressed to a resident, but the shared log shows no expected payment for that amount.

  1. Keep the parcel sealed and use the recipient script. Record the marketplace or courier, named recipient, visible amount, and tracking reference without copying unrelated personal data.
  2. Contact the resident through the household's saved number. The resident independently opens the marketplace accounts and finds no matching COD order, split shipment, or authorized family purchase.
  3. Tell the rider calmly that the household cannot verify the purchase and will follow the carrier's current refusal process. Do not accuse the rider or demand that the package be opened.
  4. Save a short factual incident note and report a suspicious parcel through the courier's official support route. If the label claims a marketplace seller, report through that marketplace's official channel as well.
  5. Warn household recipients about the attempted delivery without publishing the full label, address, phone number, barcode, or rider image.

If the resident instead finds a matching genuine order, the next decision follows the current receiving rule. If a problem with the contents appears only after permitted opening, use the platform claim route rather than treating it as the same unordered-parcel event.

Preserve evidence and protect people

For an unverified parcel, record the date, time, named recipient, claimed sender or platform, COD amount, courier, tracking reference, and the reason it did not match the order log. Photograph the parcel only where useful and lawful, and cover household address, phone number, barcode, or identity information before sharing outside official support.

Do not post the rider's face or accuse a delivery worker publicly based on one parcel. The sender, freight forwarder, and last-mile provider may be different parties. Give official support the facts needed to trace the shipment.

If someone already paid, keep the receipt, packaging, label, contents, communications, and support reference. Contact the carrier and relevant marketplace through verified channels. A refund or reimbursement is not promised or guaranteed; provider policies, sender traceability, evidence, and investigation determine the result.
